Networked learning is not really about technology; but technology can usually support or enhance it.
eLearning also isn't primarily about technology. If you try to solve the wrong problem in the wrong way, no technology will save you. If you resolve the questions about what you are trying to achieve and how - you will usually find you have a number of technology options.
